The European Economic Area (EEA) Enlargement Agreement established two financial mechanisms: - Multilateral EEA Financial Mechanism (funds from Norway, Iceland and Liechtenstein) total €600 million available to the countries for the period of 2004-2009;
- Bilateral Norwegian Financial Mechanism – total €567 million available to the countries for the period of 2004-2009.
The grants under the EEA Financial Mechanism are available to the 10 countries that joined the EU and the EEA in May 2004, namely, Czech Republic, Estonia, Cyprus, Latvia, Lithuania, Hungary, Malta, Poland, Slovenia, Slovakia, as well as to Greece, Portugal and Spain. Priority Sectors of the EEA and the Norwegian Financial Mechanisms The EEA Financial Mechanism will provide support to the projects in a wide range of priority sectors: - Protection of environment, including human environment, through, inter alia, reduction of pollution and promotion of renewable energy;
- Promotion of sustainable development through improved use and management of resources;
- Conservation of the European cultural heritage, including public transport and urban renewal;
- Development of human resources through, inter alia, promotion of education and training, strengthening of administrative or public service capacities of local government or its institutions and democratic processes supporting it;
- Health and childcare.
The Norwegian Financial Mechanism will make funding available for: - Implementation of legislation in the field of internal security and border control, such as support for ‘Schengen’ action plans;
- Environment, i. a. with emphasis on strengthening the administrative capacity to implement relevant acquis and investments in infrastructure and technology with priority given to municipal waste management,
- Regional policy and cross-border activities;
- Implementation of acquis communitaire through technical assistance.
Academic research within the priority sectors of both mechanisms may also be eligible for funding.
